Seems you’re using a page builder for your site, and I suppose it doesn’t allow using the shortcode option.

In this case, you can try the CSS class option to open your popup on the image hover.
Please, add the following class with your popup’s id number to your image element to get this done: sg-popup-hover-id

To show the buttons on all your pages, you should check the option “Show on all pages” and select all your pages via Ctrl+A on your keyword.
