    I figured it out. This morning it suddenly dawned on me that the IP change had the following initial effect:

    I first changed the IP address of the web site’s server.
    Next (within minutes), I changed the A-records in the Registrar settings for the domain name.
    Next, within minutes those changes were already reflected by (a) my own route to my web site (from BC Canada to Kentucky-based host and all the name servers between us) and (b) by the DNS Trace web site’s route to my web site (from wherever they are to Kentucky).

    BUT… My wordpress settings use absolute links. And those links (from Kentucky to Kentucky) apparently addressed name servers that had not yet received the new IP settings. So the site itself showed up, but the absolute link references CSS and images did not.

    Makes total sense. I just had to wait a little longer. All of the above took place in less than 15 minutes.
