Visual Composer is a commercial plugin and we don’t have a copy, which means we can’t debug this.
Can you ask their developers to fix this, or send us a copy so we can take a look?

Thanks for using UpStream and for the kind words.
Yes, that idea makes a lot of sense.
We have been building some permissions settings into this add-on: https://pressshack.com/addons/publishpress-permissions/. For example, that already controls who can edit metadata. It would make sense to extend that to cover settings as well.

Can you explain a little more about how you’d like to this work?
Would there be a sidebar in the WordPress admin where users can attach certain files to the post?

We’re working on better ways to do assignments, but for now the best solution is to make them the author.
If you do that, you can then use the “Notifications” options to send them a notification if the status changes to “Assigned”.
