I have been corresponding with the widget’s creator.
Here are his comments:

The problem is because the widget was designed to run on 2012 daylight savings configuration. It has not been updated to the 2013 data. If you are capable to change the configuration itself, you may proceed and fix the problem, open the *.xml file using notepad.
Alternatively, I can probably help you during this weekend only.

So if others have the same issue, just hang in there as I will, I have no desire to mess with code.

Sorry, just a very frustrating day.
I had 18 plugins. All disabled, I’ve got some functionality back.

It depends on your definition of serious. I cannot upload media, use quick edit, add tags or edit my widget content. To me that serious. Maybe not life threatening. But if you;re a content manager, it pretty much like being on a sailboat with no wind.

Don’t get me wrong. I appreciate everything the Word Press community has done for web publishing.

Look for right now, all I want to do is roll back to 3.3x. Is that too much to ask for?

It actually is a genesis issue, until their version 1.9 is released.

I ended up (for now) using a different widget but I doesn’t let me select the cities/zones I want. I like the simplicity of yours.
