thank you for your answer. That was the solution therefor!
The first and default value is in English “none”, but in German its “mehrwertsteuerfrei” what means “tax free”. I think its not good translated. Better is “nicht definiert”. And the “Default Country/Region for customer” isn’t translated. Thats because I have not found it.
