No this is not possible, but you can just create a third menu in your WordPress admin that is a combination of both.

That is a very open ended question and could span pages worth of debate. I am not saying your web hosts are slow but I am saying that this could be the case. It could, unfortunately, be one of a million things causing this issue on your site, for example what caching do you apply, how is your web server configured etc?
Did implementing the changes I mentioned in my last post make a difference to the load times as they should significantly improve load times and performance.
Also, what did your host say when you asked them about the issue?

I run my plugin through P3 – Plugin Performance Profiler every release and I have never had a load time of that on any of my dev or performance sites. I have just run another scan this moment and got a load time of 0.036 seconds.
It’s quite hard for me to advise you as every server and setup is completely different, maybe you have a poor, slow or cheap server or have configuration issues, it could be almost anything.
I would advise speaking to your web host and see if they can find any issues and if you have any related to the plugin I would be more than happy to help.

I can’t answer that question I’m afraid as I don’t know your setup.
Are you placing the shortcode in your header.php file in which case it should be picked up by all your pages or are you adding it in individual template files, in which case you need to ensure it is on all of them.
Your web developer would be the best person to speak to as they will know the architecture of your site better than I ever could.
