I have managed to enable Debug mode and I tried the steps you outlined in the previous post and I get one error in my debug:

This error seems to be halting my media uploads as the progress bar stays on “Crunching..” with the debug error below.

Update,

I have figured out that if I set the Permalinks to use Post Name, it causes the images to have a broken link. Has anyone dealt with this new issue?

I am using Windows IIS so it sounds like my web.config might be the cause of the issue.
