It is probably a plugin or theme
I had a plugin that put something in the dashboard but shut down the whole site because the developers domain had expired.
FTP to your site and rename the plugins folder and perhaps rename some themes, then try again.
Your site may also have been hacked, so if none of the above work ask your hosting company to scan your account for malware.
