add_action('wp_ajax_register_mobile_phone'	,'mrt_register_phone');

and add this code

add_action('wp_ajax_nopriv_register_mobile_phone'	,'mrt_register_phone');
add_action('wp_ajax_nopriv_unregister_mobile_phone','mrt_unregister_phone');
