I’d that problem as well at certain hosting service, I thought is about memory size that set up at that hosting, so I put php.ini (with memory size set to 96M or more) upload to wp-admin and the categories which I made before (but unseen) now appears with the correct posts count on it.

in my blogs a Hungred Post Thumbnail plugin is the culprit,
perhaps some plugins which changes theme’s code automatically can make this error, you should check if you have kinda plugins

use the first option, then just upload Lang folder at WP-Arabic script to change the language

set 777 for uploads folder and any folder under it, if this is the first time uploading image, you can delete uploads folder and create a new one then chmod to 777.

make sure in Misc menu, Organize my uploads into month- and year-based folders checked

I found out, in this “could not remove the old plugin”-problem, just chmod folder upgrade inside wp-content directory, if it can’t change to 777, just delete the files inside upgrade folder or delete entire folder, and create a new folder named “upgrade” and do the chmod again.

Jerry Bell’s tips didn’t work out, no nested wp-content directories on my blogs .. Jerry’s case is rare, I think ..
