I also tried changing the product forms from standard to simple product to download/virtual and no matter what, my form remains the same on the vendor end.

That’s my problem. I don’t have anything in those places you listed either and it still doesn’t show a choice for checking virtual or downloadable, no short description box, actually none of the product type tabs (attributes, etc.)

I don’t know what else to try.
