Yes! Switching general styling to WP Head from Custom File seems to have fixed the issue for me.

I am having the same problem with background image sometimes not showing at all, or showing the same image in all pages.

Has there been a resolution you can share?

I am on a brand new development environment with php 7.2, and latest versions on WordPress, OceanWP, Elementor and no weird plugins.
