I did some further checking with the plugin author (jQuery Vertical Accordion Menu Widget) and he asserted the use of ampersand in the url-encoded way is legit, in fact it is needed for correct HTML validation: https://htmlhelp.com/tools/validator/problems.html#amp
so.. if this URL is in fact OK, why doesn’t W3-total-cache request this file with all GET vars?
