I did the suggested troubleshooting but still the problem exists.

To let you know that,

Even, I completely created a new WordPress website
Themes: Twenty SeventeenVersion: 2.1 (By the WordPress team)
Plugins: WPForms with Addons (WPForms Post Submissions & WPForms User Registration).
*Note: No other plugins at all.

So, what i found out is that {user_display} is getting the value from Users>Edit>Display name publicly as (dropdown). Any value there, {user_display} will show that. Suppose, we have 1000 users, we cannot change their public display name one by one.

So, what i did is: I install a plugin called (Substitute Display Names) and changed Change default Publicity Display Name As: Username. So now, {user_display} will get username even there are first and last names.

I was looking for a plugin to automatically send discount email after subscribing but there are many plugins that do not provide editor in for email (only simple inputs). So, I used this plugin (without coupon) for this purpose to only automatically send discount email with an attachment to subscribed users.
I Think no need to create new plugin for it if you add an option to see all subscribed list in the menu.

Hello @brijdesignstudio,

After activating plugin, go to your website (maybe contact page or other page which has form) and submit new form (send new email). Then you will be able to see your form in drop down. If this one doesnt help, then go to you dashboard->Contact Form7 and click edit on the form which you want, then save it without any changes come to this plugin and check.

BTW, the mentioned problem still exist. For now, I pasted the short code to editor of Include tab and changed the tab name to (Terms & condition). For Itinerary editor, still not working (even short). Thank you for replying. Actually, I was waiting for the reply but it was a bit late. After uploading to live server, there was not any content in tabs (only tab name). So, I created again on live server.
Not really sure about the problem why that was happening.
BTW, I discovered the above method as solution although not a good way
