I am afraid there is nothing you can directl do here. CWV is coming from Chrome User Experience report. Data gets to this report after being collected by Chrome on the website. If colelcted data is not enough for Google to make the CWV asessment — this is it, it’s just not enough to make a conclusion about this site performance.
This is what happens with the new or/and websites with low traffic.
Once there will be more visitors to the website, and the amount of data collected by Chrome will be enough for Google to make the CWV assessment — it will be available.
I see in that CWV is not available for your website, ifyou see no data if you go to Google Search Console as well — this is it.
Indirectly — grow the traffic to your website. Not all websites might need it though ?? My personal website doesn’t have enough traffic for CWV as well, this is not a problem for me as long as I have enough visitors that are coming there for the purpose I’d like them to come.

Could you please keep “Notify every time tests are run” setting, set them to run every day, and: check it out for a few days — are results are actually updated on schedule?
There won’t be an email if no results updated, so I’d like to confirm that they are updated actually on schedule.
Let me know, what you find out — no updates+no email, or tests are updated every day but no email sent.

1. Could you please CRTL+Shift+I (will open Chrome Dev tools) and check the Console tab there. Is there anything else except this https://i.imgur.com/bCHkXgJ.png?
2. Are you able to add any other pages to tests?
3. If so — are the tests for them run properly?

It seems like this issue can be related to a CRON job. Let’s try to find out?1. Could you please install this plugin to see the scheduled tasks:

2. After you activate it, go to Tools-> Cron events. Is “speedguard_email_test_results” listed there?3. Set “every time after tests are executed” in SpeedGuard Settings, go to Tests and update tests.
Is “speedguard_email_test_results” listed in Cron events now?
If so what time it says for the Next run?
Could you wait 15 mins or so, and check for the email?4. If there was no email sent, could you repeat Step 3, but now, after you updated tests, go to events again and click “Run now” button https://i.imgur.com/TeCv2if.png — to run sending manually.
Was email sent?Let me know what you find out!

I’m not sure if that’s connected but I’ve just updated /tags directory as well with 1.8.5 files.
I can see it’s having s (%1$s) there at the moment: “Would you like to %1$sadd other pages%2$s to see the whole picture of the site speed?”
If this is the way it’s expected to be?

It was mentioned a few more times by other people too.
