I think I know what could cause this problem.
I have Woocommerce Side Cart Premium, and this button “Have a Promo Code” is there, also it stays there even though I turned off Promo Codes

I upgraded and there is the same issue.
I tried by myself and if you click on Have a Promo Code button you get a whole bunch of promo codes.

But what option would freely give clients promo codes, this should not be the normal case. I don’t use any plugin for promo codes.

It looks, this also caused the problem: Product Customer List for WooCommerce

I found the problematic plugin, it was Advanced AJAX Product Filters for WooCommerce.
Now Edit of Products works, but Stock Manager still doesn’t

I also put this in config.php
