Try to use wamp server on your local machine and then put the backup as you would on a normal web hosting.
Then once everything is all up and working export in wp-admin everything and import it in your wordpress.com account.

Future updates might change the index file, so before applying an upgrade the webstore index.php file should be changed to something until you finished the upgrade.

I named wordpress index.php file to wp.php
It seems to work.Good thing about WordPress is that everything branded with wp at the start of the file or folder.

Try to point to the dirctory.
Lets say, your domain is abc.com and you installed it in a folder called /blog
you need to access it through abc.com/blog.
Let me know if this isn’t it.
