I think you are using the same counter tag for both forms. I face this problem only when I use the same counter tag for both forms. Could you please check your form counter tag?

when I want to remove components or add one in the customizer, the buttons don’t seem to work.

In order for me to look into your problem, could you kindly provide the site login credentials? I was unable to reproduce this problem on my end.

I’m also having trouble understanding how conditional logic works with your plugin, if you could explain a little bit how it works I’d appreciate it.

At this time this is not possible combined forms limitation. If two forms are separate form you can set both form submission limit.
