I had the same problem described here, my fix was simply to make sure all checkboxes were checked for “allow this sidebar to be replaced.” Then I went back to the page and there was a new drop down for sidebar selection. I just assumed whichever drop down was visible corresponded to the active sidebar for that page, but it doesn’t. The second drop down from the new checkbox was the one I was looking for.
