disable all plugins and then enable one plugin at a time check whether the issue still persist.
Follow the above step for each plugin…
most of the time plugins create issue when you upgrade wordpress.

If all plugins are working fine then try tp switch default theme Twenty Eleven and check it again

PositiveMostOfTheTime mentioned that he found “Hotlink Protection” on cPanel not in WP… you can consult with your hosting provider about it.

Switch to wordpress default theme (twenty eleven) first.

login to your admin section.
disable all plugins
check your blog working fine or not
then enable plugins one by one and check whether your blog is working fine or not (enable one plugin at a time)
This will help you in finding defective plugin
