It doesn’t even look like the plugin is starting up on the search page.

Are you able to view results in the “Try out the search experience…” area in the search instance admin (not WordPress)?
Did you follow the installation instructions? Bing is not a free service and you need to set up a search instance:

Would you mind testing?

Scroll to the bottom of the page where it says “Please select a specific version to download.” and choose v2.2
Then upload it to your plugins page in WordPress.

To be fair to Microsoft, that video is pretty old and they do allow for 1,000 free transactions (searches) per month, which may not go far for some sites.
