Mine is hanging at the identical point. It seems to be on the scanning of UPDRAFT PLUS (a backup plugin), but not 1oo%.

The other aspect for me is that this is a new 1&1 separate contract. My other umpteen WP sites all function and run scans 100%, so I suspect it is a 1&1 folder permission or something similar.

I will post further data, as just running a debug here at present.

1.4.1 update has made NO DIFFERENCE to the missing PayPal Express button.

Cart Page: Ticked/Yes.
Cart Button Position: Both at top and bottom.
Product page – Show Express Checkout button : Not ticked/NO
PayPal Account Optional: Allow Customers to checkout without PP: Not ticked/NO

Tried switching theme – nothing showing. I’m using ENFOLD theme.

I note that WooCommerce just had an update tonight to 3.0.4, with one of the fix s being:

Fix – Fixed backwards compatibility of guest checkout rules when being altered by plugins directly.

Could that affect your plugin positively …possibly?
