I replace the function mb_convert_encoding() with the $string variable, because I know that the data is valid UTF-8 and I need that users imported ASAP. But I know you can do better than me and make this to work with the next update ??

What do you mean with force the UTF8 charset? I imported the file in LibreOffice and doing that, the first thing I must do is to set the character set. There, I have chosen Unicode (UTF-8). Are there any more settings that I should know? Why don’t you make a quick test and import something with the word Herr in it? Maybe is not just me.

I tried your solution but it doesn’t work. I tried to import the old list after I resaved it in LibreOffice, I imported a new created CSV file with just a record also. The word Herr is converted to Chinese signs. I even imported the test.csv file, changing only your first name to Herr (with LibreOffice). Same result.
Any Idea?

The original file is an Excel file, but I saved the CSV file with Notes and Visual Code on Mac and Notepad++ on Windows. Same result.
Same problem here.
