For the other two what are the errors you receive?

To be clear, this only happens for DHL International Packet but not Warenpost International? Have you reached out to DHL Support to ensure they can support Arabic?

You have to simply remove it in Javascript, not via the WP Filter.

It seems WooCommerce recently added German States in the list, maybe that caused some issues?

The label is created on the DHL end not on WooCommerce, and then both are returned together.
