Perhaps the exported file is corrupted. Have you tried exporting again and then importing the new file?

Is CNN.com good enough for you?

That blew my mind a bit at first, too – it’s this bit:

It matters because WordPress needs a database to work. If you delete it, it doesn’t work.

The secondary issue of losing all of your posts is obviously a non-issue since you didn’t have any to begin with.

You weren’t supposed to delete the database. The updater updates the existing database.

Please tell me you did back up your database before doing the upgrade.

The WordPress Forum is like a recipe with one exception. They’ll give you the ingredients list, but the won’t tell you how to assemble it.

Here is a plug-in I found that may help. It not only supports multiple permalink structures, but does a “301 redirect old permalink structures (many structures are allowed)”
