If you have installed WordPress on a localhost/WAMP server, just go to:
localhost/newsitefoldernameWordPress will start the installation process automatically.
If you have a new domain name set up and operating, accessible from an Internet connection, just go to:
newsitename.comand the install process will begin.
Yes, the codex says to use the full url, but I just did a test install to confirm my instructions using my WAMP server and WordPress completed the installation as advertised.

Is it possible that the settings in the plugin are changing the normal log-in operation?
Try disabling that plugin and see if the problem is fixed.

In reply to: Expanding editing screenPut your cursor in the bottom right corner of the edit box – the cursor will change to a diagonal bar with arrows on each end. Drag the cursor down to expand the box.
Or you can use Alt-Shift-W to go into ‘distraction-free mode’ and have the whole page to work with.

In reply to: Running WordPress with an Older Version of PHPI had a similar problem with my site when the WordPress version change required the latest version of PHP on the server. I found that my hosting provider had the newer version of PHP available on the server, but it was up to me as the owner of the hosting account to switch my account to use the newer installation.
If you haven’t already talked to a tech rep from your hosting provider you might try that.
Otherwise I agree with Matthew – look for another host.
