I am having the exact issue as well.

The conflicting plugin was Defender. I turned of the url masking for wp-admin and everything works now.

When I go to Downloads > Settings in admin I don’t see a general settings or endpoint.

Thanks for the reply and it sounds like it may exactly what I need.

I will also research alternative permalinks because a date scheme is not something I want.
