I attempted to give the xml file 0664 and 0666 just to test and still get the error.

Hello. Thank you for contacting us. We have confirmed on our testing site that that the ability to “Calculate Shipping” does work on the shipping page. You may want to check the WooCommerce shipping settings under WooCommerce->Shipping->Shipping options to ensure that the option “Enable the shipping calculator on the cart page” is enabled. I’ve disabled all plugins on our site and still receiving this error. Version 1.10.15 of the Photo Gallery by Supsystic. Exact errors I’m getting:
