I’m having the same issue. I added two menus to my page using the advanced menu widget, and both are always displaying the child menu items (the menu never collapses), rather than the menus starting collapsed and only expanding or dropping down when hovered over or clicked on.
I would think that the default display option for the parent menus would be to begin as collapsed but apparently this is not the case.
