Here’s what Woo Commerce Support said: if you want to continue using the PayPal Express Checkout for Woo plugin, you need to contact them about your checkout issues and information being sent. The reason why the “Cash on Delivery” option works properly is because that option is part of WooCommerce core. At this time, the Checkout Field Editor probably will not help, as again the issues seems to be with the PayPal Express Checkout for Woo plugin.
