I followed the instructions from the documentation:

Go to menu WooCommerce → Settings → Shipping → Shipping Zones and add Flexible Shipping to a shipping zone. You can start the configuration by clicking the Flexible Shipping link in the Shipping Zones column.

and the Flexible shipping fields were not present.

I went ahead and hacked together this functionality. It’s probably not the most elegant solution, but it works for now. Let me know if you’re interested in seeing it, etc.

I’m having the same issue as well. I was able to deactivate the plugin, edit the page as necessary, and then reactivate it as a work around for the time being, but there definitely needs to be another update to fix the tinyMCE issue.
