That’s not it. I get the same thing and I’m the admin of my mail server. I’m rigged with their domain-keys and everything. What it means is that some of your emails got voted down as spam by Yahoo users and you’re FRAGGED.
The message also tells you that you can try again in 4 hours, so I’ve rigged my email server to keep retrying that long. I think that some of the emails are getting through eventually, but people want email that gets their faster than 4 hours. Most won’t buy anything a site if it takes 4 hours to get your signup email.
The funny thing is that I’ve been using Yahoo Search Engine Marketing to funnel customers to two different sites. So Yahoo takes my PPC money, and when users sign up for my services, they block my email.
All of my Yahoo advertising has now been shut down pending their response. At least you can get a human on the phone in their advertising department.
