The exact error appears to be a bug with WP’s included version of jQuery UI:
TypeError: 'undefined' is not a function (evaluating 'a.curCSS(this,"marginLeft",!0)')

I would have said the same, but this is happening on vanilla fresh installs, on multiple computers.
To answer your question, it’s the media popup in the post editor admin page. I’m not using Thickbox to display images on the front end.

This is odd and far from a solution, but it will do for now. I really need to remove the cat base again at some point otherwise the autogenerated links to my cats will be wrong.

Do you have the aLinks plugin installed by any chance?
If so, delete the plugin from the live FTP then try logging in (alternatively, rename the aLinks plugin folder).

Regardless, it’s a foolish decision to force WP to require a connection to an external web site/server in order to function just for the use of a plugin. The whole point of hosting the blog yourself is that you are responsible for its uptime/upkeep.
He should have at the very least coded a timeout on that query that skipped over it if the server was down. I had over 30 client blogs not working for over 24 hours because of it. I hate to imagine how many others in the blogosphere were affected.
Just a case of bad planning/architecture then. Won’t be using any headzoo plugins anymore, unfortunately. aLinks seemed to spend more time not working than working anyway, about time I had an excuse to bin it.

Just to clarify I’m talking about the backend only – the frontends were coming in, albeit very slowly.

Are you experiencing this with 2.3.1? If possible have your host switch PHP Error Reporting on, if you’re seeing blank pages.
Might you have any conflicting url rewrite rules? 30 seconds make it seem as though the browser’s being pointed in a few different directions before making the database call.
