This can happen when using FTP to upload the plugin using BINARY or AUTO mode instead of ASCII.

The One Click Demo import plugin is popular, though it is based on WIE’s code (for the widgets portion). I am not sure if they have made modifications to address this issue or if it can import widgets only.

Try deactivating all other plugins to see if that helps. Another plugin may be interfering. Also go to Tools > Site Health (wait a few seconds for the tests to finish running) and see if there are any issues that need to be corrected.
