I would like to raise this issue again.
As of 11:30 PM August 3, WordPress has the time set as 8:00 AM August 3.
In the settings, I have the time set at UTC (2008-08-02 18:12:14) +14 hours, making my posts appear still over 15 hours late. I could post everything a day early, but that would interfere with archiving, and should be an unnecessary step.

I’m having a very similar problem. In addition to that, I’m also having troubles with WordPress knowing what time it is. I’m constantly having to adjust and readjust the time so it’s close to right, but it always seems to be an hour or so in either direction off each time I go to post something.
