When a caching mechanism is enabled, a static html page is stored by the caching plugin/mechanism and serves that page on requests. No PHP code is executing on those requests including the notification bar code. So the only option is to let the caching mechanism clear those cached content, so the page can be regenerated.

Sorry, we don’t know how “Polylang” works. Can you please ask this question on Polylang support? If they can tell us what needs to be done, it will be easier to implement.

For example, the “WPML” compatibility was fixed with the help from them.
