I review your source code and navigation loads after body tag as you said but that it is how it suppose to be, all content of website goes inside of body tags.
And your navigation is on the begin of body tags so it actually before all other content.

Did you talk with hosting company?

Can you set it as resolved?

Is the dashboard only thing that doesn’t work? Can you see images in Media Library?
Can you select multiple posts?

Can you show us a screen shot on what you referring to? The admin bar is usually load in header.

https://findonlineservice.com/wp-admin/options-permalink.php
there you have options to set up how you want your URL to look.

I assuming problem you describing is you just got logged off your website and that is why don’t see editing bar.
If your access to your website is: localhost/mywebsite/
then just go here localhost/mywebsite/wp-login.php and there enter username and password that you used when you install wordpress and you will logged in again ??
