Sorry to be so dull, but how do you “display the authors box”?. Are you using coauthors to identify the authors?

Some possibilities:
a) the DNS settings haven’t propagated, but 2 days should be more than enough for that.
b) you haven’t updated the DNS entries for your webhost.
c) you don’t have a webhost.My suggestions:
1 = check that you have updated the DNS settings for your webhost.
2 = raise a support ticket/get some support from your webhost. This is really a hosting issue and it has been going on for too long.
3 = if you have no satisfaction there, then come back here and tell us the name of your webhost and give us some more information about what you have done to setup your site. It would help to know when giving advice.Forum: Localhost Installs

So, are you still trying to find a solution, or did you disable plugins as part of your investigations?

1 – Do you have anything exotic in your htaccess? If not, then I would suggest (re)saving the permalink settings.
2 – Is your site on-line or offline (just wondering whether I can see it directly)?
3 – Can you identify a page/post that reverts to live site? I think we need to “pull that page apart” to see what is happening.

I don’t use wampserver, but I’ll do my best to help.
1. Access WordPress, and confirm the settings (Settings>General) for “WordPress Address (URL)” AND “Site Address (URL)”.
2. Also save your Permalinks (Settings > Permalinks)
Try that and then try to install a theme or plugin, and report back with what happens.

PS: there is something very unusual about the file name that you quoted.
First, is “Senator Effiong” a folder name that contains your WordPress site? It might be better to have a single word for your site folder, and drop the caps. For example you might make your folder “senator_effiong”.Second, there are no separators in the file reference you gave. This is more serious, but maybe you just made a typo.
You said:

But it should be something like:
C:\wamp\www\Senator Effiong\wp-admin\includes\theme.phpLet’s see whether the settings and permalinks provide a solution before we muddy the waters with file name and separators.

This sounds like it was a DNS propagation delay. I just checked the site in Chrome and there is a placeholder for it.

I can think of a couple of possibilities.
1 – Login to the site and go to Settings > General, and check the values for “WordPress Address (URL)” and “Site Address (URL)”. They should reflect your required localhost address.
2 – Reset your permalinks in the test site (Settings > Permalinks).

The obvious question to ask is, “what is the address for “DocumentRoot”?”. Also, FWIW, if it says “It works” then, by definition, httpd must be still running.
I’m not a Mac user but as they say “Google is your friend”. Apparently El Capitan saves the Apache conf file to a different location, and I think this is mostly to blame for your trouble.
This guide might help with your installation generally.
This thread on StackOverflow – OSX El Captain – Apache 403 Forbidden – looks like it exactly what you need to know.
