I’ve tried clearing my cache and I’m still not able to edit or create new pages.

I am having the same problem. I have tried deactivating all plugins as well as choosing the default theme in 3.1, but when I try and make a change to any pages or create a new page I get the error “You do not have permission to do that.” even though I’m logged in as the admin.
