If i understand correctly:
– I set a description for a flat rate shipping method in one zone
– the same description should wrongly be visible for other flat rate methods on other zones

I am sorry, I tried to reproduce the issue you are facing but to no avail..

If you have a staging environment can you try with WPML disabled?

I checked on my side with WordPress 5.9.3 but didn’t get any crash when desactivating the plugin.

What happens exactly, do you get any error message?
