I already tried this , for some reason the entire Admin panel stops functioning whenever the path is set to anything other than Assets.

I did, their response was that I need to change the media path back to the Default.

I managed to get it to work by using this in my config file
define( ‘UPLOADS’, ‘assets’ );

Well, I ended up asking the site Owner to just get his ISP to create a new Database and I did the generic WP_ install and at least that worked. Problem solved.

Since I’m having this ridiculous problem, is it possible to somehow make the necessary changes to the existing, LIVE site but have them not visible to the public?

This would involve making Menu changes and a new Template and Plugins?

Did as you suggested, killed my DB, used the above documentation to migrate my site.

Same issue. I even used a script that adds an Admin account right into the DB and when I log into that account, I have the same access, essentially unable to do much other than create a page or Post.

@songdogtech – Yes, I did a Search and replace inside the Dump file, from within HeidiSQL

I even used this script to create a new account and login, everything looked the same. Is it possible that i’m missing some script files maybe?

I set myself to 10, no dice. I also went through the new user procedure and simply get a You do not Have sufficient Permissions.

Go to your Pages, Choose QuickEdit and ensure that Allow Comments is Not clicked.
