I have no idea. I think https://blo.gs has some kind of updated blogs list, but I don’t know how you’d use it. Blogger has one (https://www.blogger.com/changes.xml) but I think it’s only for Blogspot blogs.
It would be great if pingomatic ran one since WordPress pings “pingomatically”.

No you won’t, but the plug-in will slow down your site (that is, it seemed to slow mine down).
The plugin runs links-update-xml.php every time someone hits your page so you’re running it more often than you need to if you have a lot of traffic (or not often enough to catch the updates if you don’t have a lot of traffic).

Note: https://www.weblogs.com/changes.xml (and consequently https://static.www.ads-software.com/changes.xml) has been flaky lately, exacerbating performance problems.
