Completely agree. Just build a site with the new Gutenberg theme editor and almost went crazy. The thing with the site logo is just one thing of many. To me it seems just like luck if you get an upload button together with the site logo item or not. Can not find any official documentation either.
Working with WordPress since 2005 seems not to be enough, so please give me the enlightenment.
