Those instructions didn’t work, because the system is a multi-site server; however, I was able to do a database search and replace of https:// to https:// so I think I resolved that issue. (Outside of WordPress itself, we’ve had the server set to force redirects to SSL for a long time.)

Unfortunately, I’m still not getting to the Sign-in screen of the initial configuration.

Are there other plugins with known incompatibilities?

I see a number of 403 errors on the console, although I’m not really sure why:
