It works great – the closing button permanently closes the notification bar.
Can you please tell me for how long it keeps the bar closed? What is the expiration time of the cookie?

Issue resolved. It was connected with a HTML Entity (Decimal) like this – 🔥
For some reason, when I removed the special symbol from the text of the notification bar, everything is OK again.

I use Genesis framework and a couple of Genesis themes and it seems that the problem can be seen more or less on different Genesis instalations.
I am not sure how to proceed, but at the same time it is possible that other Genesis users (and Genesis is quite a popular framework) can also have this issue.

This is the word – “Отстъпка”.
“Отстъпка” means “Discount”. ??

The symbol of percentage – %, also triggers the unwanted effect.
How can I fix that?

However, when I use a specific Discount Label, there is a message like “Remove this discount” (it is a clickable link) in the Cart, below subtotal.The problem is that when you click this link, it does nothing, in other words it does not remove the discount as it claim it does.
If I don’t use any custom Discount label, there is not such a link, which makes things more straightforward and logical.
You can check from your side.

What I did is that I upgraded to the latest version ot WP and then installed Disable Gutenberg and activated it. I hope I will be safe this way.

While I would love the original reviewer to add his additional feedback, please allow me to add just a few last words because I feel the topic we raised is very important.
From the rating and review system it is obvious that the majority of Gutenberg users are not happy at all. Isn’t this feedback meaningful or useful at all? What is the purpose of all these reviews and stars then?
You state that “It’s also a well known fact that happy users do not go looking for places to tell everyone they are happy.” I am not sure how exactly to accept such a statement. There are thousands and thousands of positive 5 stars reviews for so many WordPress plugins. Currently there are hundreds of positive reviews for Classic Editor plugin and its alternative – Disable Gutenberg plugin.
So, unhappy users leave their feedback and happy users leave their feedback, too. But probably it is not so important what feedback do people give, but who reads it.

Thanks for the opportunity to leave this thread open for now. I have a question.
Speaking of the CHOICE we are given with the introduction of Gutenberg, what choice do so many of us have provided it was clearly stated that Classic Editor Plugin will be maintained until 2022?
Provided that 2022 is mentioned, it’s normal to ask – Is this a REAL choice? For me, it is an ultimatum, a countdown. What choice will I have if I don’t want to use Gutenberg after 2022?
P.S. With all due respect, I very much doubt that “the ones that are outraged and screaming the loudest on here are a minority of users”. Let’s speak with facts. For so long the rating and review system here is a generally accepted fact-based system from quite a large sample of users and it clearly shows how Gutenberg is perceived.
