I did exactly what I suggested above and updated just my readme to include an upgrade notice section, and pushed this to SVN. It hasn’t seemed to caused any disruption to the people who had already upgraded, but the page has now updated from the new read me file.
So… Make sure you include/update the Upgrade Notice section in your read me files – it seems to help. ??

If I update the readme file with an Update Notice but keep the version number for the plugin the same and push a new version to SVN, I’m assuming that won’t bug people who already updated to update again?
I really want to get the page updated. Otherwise – is there anyone I can contact?

I recommend Yoast’s SEO plugin over All in One SEO Pack.
Also – ensure you are getting links to your site, creating good content, and getting social shares. ??

If you want to affect all posts you should be able to simply edit the CSS of the theme you are using in the Appearance section of WordPress admin.

In reply to: root directory and index.htm title tagAs far as I can make out, Silverlight changes the title of the page after it loads, replacing the normal title. So, from an SEO point of view you shouldn’t have a problem.
From a users point of view, you need to look at the Silverlight gallery options, I think, as no matter what you tell WordPress to set the title too, Silverlight will just override it later.
Unfortunately, I’m unfamiliar with Silverlight – but that is where you should look! ??
