Controlling who can edit pages isn’t what this plugin is for, it is very much a single function plugin that literally just restricts the parent options for a user.
If you’re trying to lock down edit permissions then something like https://www.ads-software.com/plugins/user-role-editor/ would be what you need, Restrict Page Parents just complements this.
