Please I have this same issue. No notification is delivered. I use wp mail SMTP, it delivers plain text fast but no delivering HTML. Please really affecting, I have called the host but they said all is perfect at their end, I even requested a take back of the site to like 7 days of perfect work but issue persisted. Pls help.

Newsletter not sending too and all that uses HTML. Even thinking of reversing the site to earlier date that works but I love php 7.3
