The access to that site is intentionally restricted since it is under development and I don’t want to mislead/confuse public and members by publishing “work in progress”. I will upload screenshots as per your request. Let me know if any piece of important information is needed.

I tested the fix you suggested by installing the TC Custom JavaScript plugin, then copying the code from your post, and pasting it as plain text.
It indeed resolved the issue!
Side note: when viewing the page on a tablet (iPad) oriented in landscape mode, the menu appears the same way as on a laptop/desktop. In portrait mode, I get the collapsed menu. I suppose that has to do with the screen width being larger than 1024 as per the code? I guess that behavior is OK.

Yes, indeed the site uses a plugin “Custom Content Scrollbar”. I have disabled it for now and then the page is scrolling as it should. I also had to remove all occurrences of the code making use of the plugin. There were introduced some side effects that impact the way content is displayed and I will have to deal with that. (As you may have already guessed, I have not designed the site, I am just maintaining it and updating it with information. The guy who designed it is no longer available).
Do you have a suggestion for an alternative plugin I could use instead?
