I think that this a bug on woocommerce side because It worked

It is working on fresh install apparently

Guest what I still have the pb ==> The pb comes from woocommerce.
We are turning around the bush.

I has always work and now not since update it s not working.
products are not set as downloadable or virtual.

Actually, I did step by step to desactive each plugin and I still have the pb.
I let you guide me but I think you should consider :

“There must have been some change in the cache data structure of the delivery options between WooCommerce 4.5.1 and WooCommerce 4.5.2 . So the bug is not happening on fresh installs.

I think that the WooCommerce should bump a version and flush the caches for shipping options during the database migration.”
